Yes, that is one way to measure a hit and there is a possibility that the PBR is using a counter like that. However, almost every major company and site that collects stats uses a single point to measure hits. That means they only measure a hit when one graphic on a page loads.
For example you have all seen the little counters at the bottom of pages. Those counters count every-time the image of the counter is loaded. The program is pointed only to a single graphic. Many of them also have the single graphic pulled from a different server and only records hits from the site to that server. I would be surprised if the PBR is measuring Graphic load hits as described above to do anything but perhaps the business requirements for their IT projects and determine hardware needs and upgrades.
The way the numbers are inflated is more likely this: The hits to a web site do not equate to visitors even with the single graphic methods. What it counts is the number of times that someone visited the page. For example if I put a counter on the home page of the message board here it would count 1 when you first log on. 2 after you view a topic then return to the home page to go to the next topic. 3 when you check your PM then return to the topics. 4 after you do your fantasy picks and return to the home page to navigate to go read the PRCA results. You are one visitor but may hit the home page 4 times (and likely more) in one visit.
