It was not the '04 Vernal event as Justin received no score there. Ned Cross won the '04 Vernal event followed by Brendon Clark Gerardo Venegas and Colby Yates. the high score of the event was an 89 in the short go.

I just found the link to it. It was in Vernal.
COLORADO SPRINGS, Colo. (June 8, 2004) - Elk City, Oklahoma’s Justin McBride has proven once again that he craves rank bulls and can successfully face any challenge placed before him in the PBR. During a special match competition during the Lane Frost Challenge U.S. Smokeless Tobacco Company (USSTC) Challenger Tour event held on June 4-5 in Vernal, Utah McBride twisted 2002 and 2003 PBR World Champion Bull Little Yellow Jacket for 94.5 points and a $5,000 bonus for the B&W Turnover Ball Shootout. Owned by the partnership of Joe and Nevada Berger, Tom Teague and Bernie Taupin of music industry fame, Little Yellow Jacket had been ridden ten times in 70 BFTS outs and most recently in Challenger Tour action by Ian Mackay (Claresholm, Alberta, Canada) for 92.5 points, which he ironically accomplished during the 2003 Vernal event.
“I have waited a long time to get on Little Yellow Jacket. He is a great bull and I was happy to have the chance to ride him,” said McBride. “I’ve seen him have some spectacular trips but I have also seen guys like Cory McFadden, Wiley Petersen, and Michael Gaffney ride him. He takes a couple really good strong jumps out of there and I felt that if I could make the corner on him I could sure ride him. He was just good and stayed in it to the right,” added the 2003 PBR reserve world champion.
Having made his competitive debut in the elite PBR ranks, Little Yellow Jacket has faced the most accomplished bull riders in the world during his brilliant five year career. Little Yellow Jacket was most recently ridden by 1997 Professional Bull Riders (PBR) World Champion Michael Gaffney (Albuquerque, N.M.) who earned a sensational 96.5 score during the Built Ford Tough championship round of the Nampa Invitational on April 25th. Gaffney tied Bubba Dunn (Alexandria, La.) and two-time PBR World Champion Chris Shivers (Jonesville, La.) for the highest score in PBR history. PBR Livestock Superintendent and Vice President Cody Lambert has described Little Yellow Jacket as, "a once-in-a-lifetime bull. He has the kind of heart, desire, and athletic ability that true champions in any walk of life possess. If they're athletes, once they leave their sport, it never seems the same." Little Yellow Jacket’s ominous streak of buck offs is due largely in part to his unpredictability, raw athleticism, and intelligence as a competitor.

Well that explains how he rode him but did not actually win the event! Thanks for the article!
