Well, I definitely don't have much knowledge in this area, but I think the guys who only ride bulls can still be in the running for all-around cowboy if they are so far ahead in the bull riding standings.
It's kinda like a total money earned thing isn't it? And they may have just dominated their respective events so much, they ended up on that list as well.
Take my post with a grain of salt because I don't know by any means.

No. You have to be in multiple events to qualify for the all around. Many of the guys in those days, Tuff, Jim, Ty and Cody Lambert among them, rode bucking horses as well as bulls.

Thanks Gus. I had a feeling I didn't know what I was talking about.

They rode saddle bronc. If I'm not mistaken, Tuff rode broncs in college too.

Tuff actually filled his PRCA permit through Bronc riding earnings. At one time he competed in all the rodeo events (He holds High school titles in bull riding and team roping and in college competed for Sul Ross in saddle bronc, bull riding, team roping and steer wrestling at the college finals). If you look at the high school and college records of most of the top PBR and PRCA riders you will notice that most of them competed also competed in something other then bull riding as well.
